Q: what kind of bang for my buck will i get apartment wise?

A: depends on what you consider bad and expensive To a native new yorker, harlem aint so bad anymore (especially compared to 10 years ago), and its relatively inexpensive But to an outsider your experience may vary. West Harlem is generally safe all the way up to about 125th street, but it starts to get a lil...ehhhh....from there. East Harlem is a no-no, that part aint gentrified yet and the projects and crime is still relatively high. If you could get an apartment west of Malcom X boulevard and below 125th street, then you're good. Still, harlem remains one of the more dangerous neighborhoods in the city. People still hang out on street corners doin nuthin all day, people still drink all night & play loud music and gun violence and assault is still a very real issue. Basically, the further west and south you are, the better off you'll be You'll get a better deal here than elsewhere in manhattan, but its still a trade off regardless of what people say.
