Why isn't Washington DC a state?

Q: How come the government didnt put the country's capital in a state?

A: Good Question. I would say that most of the congressional, or establishment residents are there representing other states and jurisdictions. The other workers in government are there as governmental employees, but still have state and city obligations for any taxes and jurisdictional laws, rules and mores. Also, Washington can not be a state onto itself, given that the rule of the Nation per the Constitution has to be measured with the rule of the State. If the state of DC were to have both state and national rights, how could a congress and executive branch not be held to the Constitution?
